What is the EPD Waiver Program?

The Elderly and Persons with Physical Disabilities (EPD) Waiver Program is a Medicaid Home and Community-Based Services (HCBS) program administered by the District of Columbia Department of Health Care Finance (DHCF).

The program provides long-term services and supports to eligible individuals who require a nursing facility level of care but prefer to remain in their homes and communities rather than enter an institutional setting.

The EPD Waiver allows eligible participants to receive services that promote independence, health, safety, and community integration while remaining in the least restrictive environment possible.

The program is designed to support:
